Modeling StormWater – Two-part Transportation Training Academy Workshop to Identify Best Management Practice

Fertilizers, herbicides, insecticides, chemicals, sediment, bacteria and faulty sewer drainage – all of these pollutants can be found in stormwater runoff. Under regulations authorized by the Virginia Stormwater Management Act, the Virginia Department of Environmental Quality (DEQ) administers programs to control stormwater discharges from storm sewer systems with the intent to mitigate the effects on wildlife, natural ecosystems and drinking water.

Recent changes to the Virginia Stormwater Management Program (VSMP) regulations shift the intent of stormwater management from the storage of peak runoff to reducing runoff volume and improving water quality performance through a series of stormwater control measures that mimic natural, pre-developed hydrology known as low impact development (LID) best management practices (BMPs). Thus, the traditional design approach for stormwater management for water quality and quantity control has given way to runoff reduction (RR) procedures, where the focus is on reducing the post-development stormwater runoff volumes from a land-disturbance site, in addition to meeting more stringent pollutant load reduction requirements.

Targeted toward hydraulics designers, the Modeling StormWater (MSW) workshop introduces participants to hydrologic/hydraulic modeling tools and techniques that control and mitigate the negative effects of stormwater runoff as outlined in the Virginia Stormwater Management Handbook (VSMH) and RR Method/Energy Balance Equation Requirements. SWMSoftVA, a database managed computer program, simplifies the RR Method by providing step-by-step procedures for calculating the RR volumes. The different types and design levels, riser assembly, outfall analysis, treatment train, and stormwater BMPs routing are already built-in. SWMSoftVA assists the designer to comply with runoff and pollutant reduction targets for each outfall and the hydrologic unit code (HUC) boundary.

The two-part MSW course provides practical BMP design experience using VDOT performance-based design spreadsheets, VSMP compliance spreadsheets and SWMSoftVA. Example problems include a bridge reconstruction project (linear development), a new parking lot construction project (site development) and an interchange reconstruction project (linear development). Participants have the opportunity to design a bio-retention facility or alternatively to identify other possible LIDS that meet water quality needs.

Working through these examples, participants gain the skills needed to determine land disturbance areas, size BMPs and treatment trains, conduct runoff reduction analysis, and check energy balance and channel and flood protection. Ultimately, the course provides participants with the knowledge to use hydrologic and hydraulic simulation software to assist in BMP design and evaluation to meet the new requirements of the VSMP.

Dr. Jonathan Goodallis an Associate Professor at the University of Virginia. He earned a B.S. degree in civil engineering from the University of Virginia and M.S. and Ph.D. degrees in civil engineering from the University of Texas at Austin. Dr. Goodall teaches courses in water resources engineering, hydrology, and geographic information systems (GIS). His current research activities are in hydrologic modeling, GIS applications in water resources, hydroinformatics, and infrastructure and the environment. Prior to joining U.Va., Dr. Goodall held faculty appointments at the University of South Carolina and Duke University.

Partha Sarathi, P.E. has over sixty years of experience in the design and construction of civil and transportation engineering projects, both in the U.S. and abroad. He worked as a research officer in a national hydraulic research station in India and taught civil engineering at the polytechnic university in Singapore. In 1997, he started his own engineering company, Endesco Inc. He is associated in the design of some notable projects in the Commonwealth of Virginia. In addition, in 2001, Partha started a software company to provide "customized, state-specific hydraulic design software". Many of his programs are approved for use by the Virginia and Alabama Departments of Transportation and are used by over eighty engineering companies. Partha holds a Master’s Degree in Transportation and is a registered professional engineer in the Commonwealth of Virginia and the State of Maryland.
