VAPDC Committees

Audit Committee

Chair: Nancy Collins,
Hampton Roads Planning District Commission

The Audit Committee consists of the Chair (usually a staff member of a member PDC) and two volunteer Executive Directors. The VAPDC Treasurer acts as a de facto member of the committee. The Committee receives and reviews monthly reports from the VAPDC Treasurer. The Committee corresponds via email throughout the year on any discrepancies found, and ensures that corrections are made. The Committee provides an annual Audit Report at the Business Meeting of the Summer Conference.

Awards Committee

Chair: Gail Moody, 
Southside Planning District Commission

The VAPDC Awards Committee annually solicits nomination for the Robert W. Baker Achievement Award, the Gordon N. Dixon Award and the Robert M. deVoursney Best Practices Award. In 2012, the VAPDC established the State Legislator of the Year Award. Awards are presented each year at either the VAPDC Summer Conference or at the VAPDC Winter Conference. 

Communications Committee

Chair: Joe Turner,
Hampton Roads Planning District Commission

The VAPDC Communications Committee meets as needed and guides VAPDC’s external communications including website, newsletters, press releases, and other promotional items needed by the Association.

Environmental Committee

Chair: Lewis Lawrence,
Middle Peninsula Planning District Commission

The VAPDC Environmental Committee consists of planning staff associated with environmental, energy and water resources work from each of the PDCs. The Committee meets as needed during the year to exchange information related to all things environmental, from stormwater regulations, TMDL issues, energy, state related environmental programming and relevant statewide issues in watershed plan implementation. The Committee continues to work to increase the communication between PDC staff and the state departments that impact environmental issues.

George Washington Regional Commission

The VAPDC GIS/Technology Committee focuses on the utilization of information technology (IT), demographics, and geographic information systems (GIS) to identify best practices to assist planning districts in their missions. By working with state agencies, and through the pooling of resources, the VAPDC GIS/Technology committee enhances the IT and GIS capabilities of each district, while providing a valuable resource for state agencies and local governments. Each PDC/RC also serves as the Affiliate State Data Center for its region. In such capacity, GIS applications play an integral part in aiding PDCs/RCs in fulfilling their state information obligation.

Legislative Committee

Chair: David Blount,
Thomas Jefferson Planning District Commission

The VAPDC Legislative Committee reviews appropriate legislative issues, primarily at the General Assembly level and recommends policies and positions to the Board of Directors. The committee also reviews bills and budget items for impact items of interest, arranges testimony as appropriate before General Assembly committees while legislation is being considered, and organizes and assists PDCs in efforts to promote communication with Senators, Delegates and Administration leaders.

Program Committee

Chair: Tim Ware,
George Washington Regional Committee

The VAPDC Program Committee is chaired by the Second Vice President and plans the agenda for the Winter Conference, Summer Conference, and Agency Heads Meeting.

Rural Transportation Committee

Chair: Patrick Mauney,
Rappahannock-Rapidan Regional Commission

The Rural Transportation Committee consists of rural transportation planning staff from each of the PDCs that operate a Rural Transportation Planning Assistance Program (RTP) administered by the Virginia Department of Transportation (VDOT). When the Virginia Association of Metropolitan Area Organizations (VAMPO) was created in 2010, urban transportation issues at PDCs/MPOs were handled by this new organization. As a result, VAPDC created the Rural Transportation Committee. The Committee will meet as appropriate during the year to exchange information related to rural transportation planning and the scope of the annual RTP program. In addition, the Committee will work to increase the communication between PDC staff and VDOT.

Strategic Planning Committee

Chair: Wayne Strickland,
Roanoke Valley-Alleghany Regional Committee, Co-Chair

The Strategic Planning Committee works on the annual strategic planning initiative for the organization. Tasks include working with consultant; updating the plan on an ongoing basis; scheduling an annual Leadership Retreat and creating an agenda for the retreat; and ensuring identified tasks filter to the appropriate committees for implantation.
